[Pending Invite] Neal Caffrey's Application

I am Neal Caffrey, I own a Private Military Company (PMC). I would like it if it would be hired by San Andreas, as I was born in San Andreas and understand it and my Company can help it. I have quite a few ideas about setting up the Department in San Andreas.

The Ranking System would be:

The ranking system from top to bottom represents the lowest rank to the highest rank, with detailed explanations...:

Ensign - The ensign of NOOSE is responsible for learning the standards of NOOSE and how everything works.

Marksman - Marksmen are eligible to join divisions and use more vehicles and weapons during patrol.

Elite Marksman - Elite Marksmen are eligible to use more vehicles and weapons during patrol as they are more trusted.

Operative - Operatives are trusted to commandeer weaponized vehicles and explosive weaponry as well as incendiary weaponry.

Elite Operative - The Elite Operatives are usually the second in command of divisions.

Specialist - Specialists are usually in command of divisions.

Captain - The Captains are usually there are two Captains, Administrative and Operations. The Administrative Captain makes sure the IA and HR divisions are working properly. The Operations captain makes sure the SWAT and CIA divisions are working properly.

Commander - The Commander is in charge of fulfilling disputes, signing contracts with the government and performing joint operations with the Department of Defense and Department of Justice. He also makes sure that the captains are doing their duty properly.

Co-Owner - The Co-Owner is the second in command of the PMC and is able to do anything but his decision can be over ruled by the Owner.

Owner - The Owner is in charge of the PMC and is able to do anything.


The Divisions would be the following:


CMD - Command, This would be the division of the High Command.

CIA - Crime Investigation Agency, This division would go undercover and make case files.

SWAT - Special Weapons and Tactics, This division would do the Field Work like arresting and solving case files, they would also respond to other calls from other departments regarding help.

HR - Human Resources, This division would do all the recruitment and training work.

IA - Internal Affairs, This division would keep track of all the employs and keep track of their progress and report to High Command.

EP - Executive Protection, This division wold be a sub division of SWAT and would be bodyguard of people that demand protection.

Following would be the terms of Employment/Promises:


• The  Department Would be recognized as one of it’s own.
• The Company would have full authority to arrest, detain or process a criminal.
• All The Departments will have to Comply with NOOSE, and so will NOOSE Comply with Them.
• NOOSE will report directly to The Secretary of Defense, Vice President and President directly.
• The Company would always, even at the times of war remain loyal to the San Andreas Government.
• The Company shall have the power to possess the weapons of any caliber.
• Any other departments would not be allowed to enter out base without permissions, and if they still enter, they enter on their own risk.
• The Base would be fully guarder by fences that would be electrically charged.
• The Company would be bring in their own crates and not depend on SAAS to deliver it for them, The Company would also be allowed to deliver crates to other departments if there is no High Command from SAAS available.
• The Payment has not been set or thought of yet, but will soon be reported to the Government very soon.


The Requirements would be the following:

• You will need previous or current Law Enforcement and or Military Employment
• You need to be a citizen of San Andreas, and you need to have lived here for at least eight years.
• You need to be capable of doing what you are assigned to do, that means taking instructions, etc.
• You need to be at least Nineteen years old.
• You would need to speak English language properly.


(( OOC requirements))

• You're not allowed to join NOOSE if you have a long admin punishment history.
• You will need to have a good reputation with the community.
• You need to have Teamspeak and a working microphone.
• You need to be able to speak the English language properly.
